Juncus parryi

There are a few flowers per stem, and the capsules are pointed, a distinguishing feature that separates it from Drummond's Rush, a common species.

An uncommon subalpine rush, that grows on rocky slopes up to 7,000 feet of elevation, the leaves are threadlike.
